A fire erupted at the Afipsky oil refinery in Russia’s Krasnodar region after a drone attack, according to local officials. In a separate incident, two workers at the Russian-controlled Zaporizhzhia nuclear power plant were injured in another Ukrainian drone strike.

At least two people were killed and two more wounded by falling drone wreckage near Afipsky railway station, regional Governor Veniamin Kondratyev said on Tuesday.

Management at the nuclear facility said the drone struck close to the plant’s hydraulic installations, injuring two employees involved in maintenance and construction work. The Russian-appointed administration did not disclose whether the attack caused material damage.

Ukraine has repeatedly attacked Russian oil refineries and other key facilities in an effort to disrupt Moscow’s military operations and limit the revenue available to finance the war.

Ukraine’s General Staff confirmed that its forces had targeted installations in Afipsky.

It also said Ukrainian units struck a gas-processing facility in Russia’s Astrakhan region during the night.

Russia’s Ministry of Defence said its military hit a cargo ship transporting supplies for Ukrainian forces at the port of Pivdennyi near Odesa. It also reported strikes on port facilities used to unload military shipments.

The ministry added that Russian air-defence systems intercepted 148 Ukrainian drones overnight.

Ukraine has intensified its campaign against Russian energy infrastructure in recent months, worsening fuel supply problems across the country.

Ukraine’s General Staff said on Tuesday that an air attack on Millerovo airbase in Russia’s Rostov region had damaged a MiG-29 fighter aircraft on Monday.

Kyiv also reported attacks on a radio-electronic facility linked to a Starlink communications-jamming station in Myrnyi, occupied Crimea; a Peresvet-M electronic warfare system in the Luhansk region; and a Russian military depot in Primorsk, in the Zaporizhzhia region.

Russia’s Defence Ministry claimed on Tuesday that its forces had targeted three cargo vessels carrying equipment for the Ukrainian military, along with a tanker at the Black Sea port of Pivdennyi.

The ministry said another cargo ship was struck in the nearby port of Odesa. It also reported attacks on port infrastructure in Pivdennyi and Odesa, as well as fuel-storage sites at Chornomorsk port.

Against the backdrop of the continuing strikes, Russian President Vladimir Putin signed a decree on Monday allowing the state to assume temporary control of critical infrastructure considered insufficiently protected against attacks.

The latest incidents followed a meeting in Kyiv at which Ukraine’s international partners pledged to maintain their support for the country throughout the ongoing war.

In an evening address to the gathered leaders, Ukrainian President Volodymyr Zelenskyy said he wanted to increase drone and missile production so Ukraine could conduct more strikes against Russia in response to Moscow’s attacks.

The meeting brought together 30 representatives of the so-called Coalition of the Willing. Participants called for continued assistance to Ukraine, negotiations with Russia and stronger preparations for the possibility of further provocations against NATO members.

Zelenskyy also said on Tuesday that Ukraine had received British approval to proceed with the production of long-range missiles. Speaking at a news conference in Kyiv alongside Estonian President Alar Karis, he added that France had agreed to remove restrictions and licensing barriers related to the weapons.

Finnish President Alexander Stubb also attended the gathering and urged Ukraine’s partners to strengthen Kyiv’s capacity to conduct long-range strikes inside Russia.

The Kremlin said on Tuesday that Western leaders advocating expanded military support for Ukraine belonged to what it described as the “party of war”.
