New peace proposal may include Ukraine pulling back from east, Zelensky states
Ukrainian President Volodymyr Zelensky has outlined a revised peace proposal that includes the possible withdrawal of Ukrainian forces from parts of the eastern region, a key demand made by Moscow.
Speaking about the 20-point proposal drafted during recent discussions between American and Ukrainian officials in Florida, Zelensky noted that Russia’s formal reaction would come after consultations with US representatives.
He described the new outline as "the central framework to end the conflict," highlighting that it includes security assurances from the United States, NATO, and European partners, aiming for a united military response in the event of any future Russian aggression.
Regarding eastern Ukraine’s Donbas area, Zelensky mentioned that one option under consideration is the establishment of a "free economic zone."
This updated 20-point initiative builds upon an earlier 28-point version negotiated by US representative Steve Witkoff with Russian counterparts in prior weeks, which many viewed as more favorable to Russian interests.
Russian negotiators have maintained that a peace agreement depends on Ukraine withdrawing from nearly 25% of its territory in the eastern Donetsk region, much of which is already under Russian control.
Addressing contentious topics such as territorial disputes, Zelensky said these issues would ultimately need to be addressed "at the leadership level." However, he added that the revised plan would equip Ukraine with significant protective guarantees and sustain a military force of 800,000 troops.
Zelensky told the press that, due to Ukraine’s opposition to a full military withdrawal, US diplomats are proposing alternatives such as the creation of a demilitarized or economically autonomous zone.
He stated: "There are two paths forward: either the war continues, or we must come to a decision concerning the possible creation of economic zones."
He further stressed that a similar economic zone might need to be introduced around the Zaporizhzhia nuclear facility, which remains under Russian control, and that Russian forces should leave four additional Ukrainian regions—Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv.
